The locomotive was developed and manufactured by ČKD Praha. The T 478.4 model was created by reconstructing the previous T 478.3 model and was equipped with a more powerful engine and an electric heating system. In 1988, 86 locomotives were given the new designation 754. These locomotives earned their nickname "Brejlovec" (Glasses) thanks to their distinctive front windows set into the slightly protruding upper part of the cab.
